Does a Develop-phase draw power like Interstellar Galaxy work when another player called Develop?
The designer only quotes the card text ("Draw 1 card at the start of the Develop phase"); a community answer applies it to any player calling Develop.

Yes. It draws a card at the start of the Develop phase whenever that phase occurs, no matter who chose it.
