Can Improved Logistics be used with a takeover?

Yes, but only if the takeover succeeds: Improved Logistics' second world is conditional on the first being placed successfully, and cards or bonuses that depend on the takeover are received only after it resolves. Improved Logistics must still be invoked in the normal Settle payment step, and two takeovers need two separate takeover powers.
