How does Golden Age of Terraforming's Genes discount work?

Discarding one Genes good gives -3 on a settle and lasts for the whole Settle phase (like other cost reductions), so it covers both worlds with Improved Logistics. It cannot be invoked a second time in the same phase, and like other cost discounts it does not combine with powers that conquer non-military worlds (the defense is based on printed cost).
