Can a goal in the center be claimed in a phase other than the one printed on it?

No. A goal can be claimed from the center only at the end of the phase named on its tile. The exception is goals based on VP chips (such as First to 5 VP), which can be claimed at the Prestige Leader step. Once claimed, a Most goal is rechecked at the end of every phase.
