Does a windfall start world such as Gateway Station or Alpha Centauri begin with a good?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

Yes. A windfall world receives its good when it enters play, even during setup, so Alpha Centauri and Gateway Station start with a good drawn face down from the deck.
