Can I use the card from a draw-after bonus (Terraforming Robots, Settle bonus) to pay for that same world?
The rulebook's Settle section says the Settle bonus draw comes after placing and paying; the designer replied "After."

No. The Settle bonus card is drawn after you place and pay for the world, so it cannot pay for that world. Terraforming Robots also draws after each world, so settling with the Settle action can give two cards.
