Do I still draw six and discard two when my start world is military or Old Earth?
The rulebook states this in its "SETUP" section; the designer post originally cited did not address the question.

Yes. Every player draws six cards and discards two at setup, regardless of start world — including Old Earth and military starts such as Star Nomad Raiders. Only the preset first-game hands skip the discard.
