What do the card-only and diamond-plus-card draw icons on developments mean?
A community answer describes the two icons; the designer post only confirms that Interstellar Bank draws first.

A card-only icon draws a card at the start of any Develop phase, whoever chose it. The diamond-plus-card icon draws after you place a development yourself. Interstellar Bank draws first, so the new card can be developed.
