Do I have to use every consume power, and in what order?

Yes: consumption is mandatory and you must use each consume power you can, but you choose the order. Each power is used once per phase (unless marked x2/x3), a power with "up to" must take as many goods as it can, and once a power starts it must finish before the next one. Powers with "may" are optional.
