Why does the Sun Boat side of the Ra track have one more space than the tile side?
The publisher explained the extra space directly.

Because the boat starts on the track. On the boat side the boat occupies a space from the beginning, while on the tile side the first Ra tile is placed on the starting space, so the boat side needs one extra space. Both sides end the epoch after the same number of Ra tiles.
