How are starting sun disks assigned to players, and does seat order matter?
The rulebook says boards are given out randomly, and the forum threads agree for every edition.

Randomly. Each player is dealt a player board (or in older editions a pre-sorted stack) at random, and the values printed on it are their starting sun disks. Seat order does not decide who gets the 16 or 13 set; whoever holds the highest disk simply takes the first turn.
