Can I draw a tile when the auction track is full?
The rulebook states that Draw a Tile cannot be used on a full track and describes the forced auction.

No. With all eight spaces filled you must spend a God tile or invoke Ra. That forced Ra call is not a compulsory bid: everyone, including you, may pass, and if all pass the lot is discarded.
