How does refreshing a hex-tile row work, and can I do it before picking an action?

Once per turn pay 1 gold or 1 stone to remove two tiles (possibly including the special tile) from one row, put them under their stacks, and deal new ones. You can do it at any point, even before choosing an action tile, and need not take from the refreshed row.
