Does a bought extra action give the wheel bonus, a special (S) tile, or my upgrades?
It gives the upgrade benefits on your action board for the action you choose, but no wheel bonus and no special tile. The special-tile option only comes with the action-tile slot that carries the special-tile bonus, and applies only to the action you choose from the tile.
