Can you build on the Old Town spots next to the pre-placed starting buildings?

Yes in 3- and 4-player games: those spots are legal building sites. In 1- and 2-player games they are filled with a random Era I building at setup instead. Some replies claim the spots are filled in 3-player games too, but the designer's ruling puts the line between 2 and 3 players.
