When exactly does Step 2 start?

Step 2 begins at the start of Phase 5 (Bureaucracy), once at least one player has connected the required number of cities: 7 cities in a 2 to 5 player game, 6 in a six-player game. The trigger is cities connected, not cities powered. Because it comes after Phase 4 finishes, nobody can build second houses until the next round, even if several players reach the number in the same round.
