How do the Trust's houses block cities?

At setup six Trust houses go on the 10 spaces of six adjacent cities, which stay unavailable in Step 1. After that, every time a player connects a new empty city, a Trust house goes on its 15 space until the Trust runs out, so those cities close for Step 2. The Trust does not trigger Step 2 or the game end.
