How is the Supply Contract auctioned, and what does it do?

When drawn, it is auctioned immediately regardless of the phase, and a replacement plant is drawn. The leading player opens with a pass or a bid of at least 10; the winner pays, keeps it beside their plants, and moves one space back in player order. It is not a power plant and does not count toward the plant limit, and afterward the owner is placed one space back each Phase 1.
