What is shuffled when Step 3 begins?
The rulebook says to shuffle the draw stack with the plants that were placed under it.

Only the draw stack, which includes the high plants placed under the Step 3 card during Steps 1 and 2. Plants in the market and plants owned by players are not shuffled in.
