Can the Step 3 card appear during the building phase?
The 2009 official correction listed this older case; the current rulebook lists only two cases.

Only under the older rules that removed market plants when a player's city count reached their number. In that case you removed the card and the smallest plant with no replacement, and Step 3 began in Phase 5. The current rulebook lists only the auction and Bureaucracy cases and no longer has that removal. Edition difference.
