Is the lowest plant removed every round in Step 2, or only once?
The rulebook says the removal happens just once at the start of Step 2.

Only once, when Step 2 begins: remove the lowest plant in the current market and replace it from the stack. In Step 2 you still do the usual Phase 5 update afterward (the highest future-market plant goes under the stack). Plants owned by players are never affected.
