What changes about the Russia & Japan setup under Recharged rules?
Set up with the Recharged base rules, including the table that removes a number of plug-back and socket-back plants for your player count (for example 2 plug and 6 socket for three players), and then apply the Russia-specific modifications from the map's own sheet. The deck is a mix of plug and socket plants.
