With the Robot's "Last Player Chooses" building tile, how many cities does it build?
It builds as many as it can afford, up to its per-turn limit. The last human player keeps choosing the next connection while the Robot can pay for it. The tile therefore forces the real players to keep pace with the Robot in connecting cities.
