How does the "Using Cheapest Resources" Robot choose which plant to bid on?
Several players give the same reading; there is no official ruling.

Players read it as the plant that costs least to fuel for one turn at current market prices, though some read it as the plant whose resource sits lowest on the market. The rulebook only says the Robot bids for the plant needing the cheapest resources and, if several tie, the one with the highest number. The robot also never bids on a plant that would reduce the number of cities it can power. This is not an official ruling.
