If the Robot is interested in a plant when it is put up for auction, does it pay the minimum bid?

Yes. When the robot's tile says it buys the first choice at the minimum bid, any plant it is interested in is bought immediately for the minimum bid with no auction. If it is not interested, run a normal auction.
