The big ones are the discount token on the smallest plant (so no more removing market plants when a player's city count reaches their number), a new setup where plants 03 to 15 are shuffled instead of a fixed start, garbage starting at 6, coal always buyable on the USA map, the optional Default Starting Cities rule, and the built-in two-player Trust rules. The designer said the removal rule was dropped on purpose because the discount token makes it unnecessary, and called the token an important change that adds a new strategy. Edition difference: older rulebooks keep the fixed setup and the removal rule.
