The rulebook's setup table gives the exact counts for each player count.

Set aside the Step 3 card, then randomly remove plant cards face down into the box without looking: 2 players remove 1 plug-back and 5 socket-back cards (6 total), 3 players 2 and 6 (8 total), 4 players 1 and 3 (4 total), and 5 or 6 players remove none.
