Power Grid
On the Northern Europe map, who can bid on nuclear plants, and can I use one in a nuclear-free area?
You cannot bid on a nuclear plant unless your network already has a city in an area that allows nuclear (Sweden, Finland or the Baltic states), so nobody can in the first auction. After you own one, you can power any city with it, even in a nuclear-free zone, since the restriction applies only to purchasing.
