Must I fire every plant or power as many cities as possible?
The rulebook says each player chooses how many plants to use and need not supply every city.

No. You choose which plants to fire, from none to all, and may power fewer cities than you could. A plant is fired fully or not at all, using its full printed fuel even if you need less power.
