What does "nuclear and garbage plants stay in the future market" mean on Middle East?

Nuclear and garbage plants are not removed immediately when they appear in the future market; they stay there during Step 1. They are discarded only when they move into the actual market, and a replacement is drawn then. Normal Bureaucracy removals still apply, so high nuclear and waste plants still go under the stack.
