Do market plants get removed when a player's city count reaches their number?
The designer and publisher both stated the rule was removed in Recharged; the current rulebook has no such step.

Not under the current Recharged rules: the designer and publisher said that rule was dropped on purpose because the discount token makes it unnecessary, and the current rulebook has no such step. Older printings and the Deluxe rules did remove any market plant numbered at or below the leader's city count, immediately, replacing it from the stack; that was also how Step 3 could be triggered during the building phase.
