On Manhattan, if I buy the discounted plant can I buy another plant in the same phase?
The Manhattan rules say you can purchase another plant, and the publisher confirmed you can still bid in the next auctions.

Yes. Buying the discounted plant does not end your buying: the rules let you purchase another plant that phase, and the publisher confirmed you can still bid in the later auctions of the phase.
