If I start an auction and someone else wins it, can I start another one?
The rulebook says the player who opened may offer another plant or pass.

Yes. When another player wins the plant you opened, you may choose a different plant from the current market to auction or pass. You keep going until you buy a plant or pass. If you pass on starting an auction you are out for the rest of the phase.
