Is Phase 5 played at the end of the game, and do players get paid?
The publisher stated there is no final payout, matching the rulebook.

The game ends after Phase 4, then players only check how many cities each can power with their plants and fuel; nobody earns money for them. The count of cities powered decides the winner. The one exception in the forum is the Australia map, where uranium is still sold at the end.
