Can the game end before Step 3 starts?
The rulebook says the game usually ends in Step 3 but sometimes in Step 2.

Yes. The end trigger is only a number of connected cities, so the game can end before Step 3 begins, and may also end after it. Drawing the Step 3 card does not end the game by itself.
