In what order is Phase 5 played?
The rulebook lists the steps in this order, with income starting from the first player.

Players announce and collect income in player order, starting with the first player. Then the resource market is resupplied and the power plant market updated. Do powering first, since spent fuel returns to the supply before resupply; resupplying and updating the plant market are independent of each other.
