In Bremen, how are connection costs between districts calculated?
The rulebook says you pay the cheapest district cost between a district in your network and the new one, and that connecting across the dotted river borders costs nothing extra. A player reading from one game is that a district counts as a city, the cost between adjacent districts is the smaller of their two numbers, and farther districts sum the intervening costs.
