Does the Vienna (Wien) garbage discount require a garbage plant to power the city?
The rulebook gives the per-garbage discount; that no garbage plant is needed rests on one reply.

The rulebook says a player with Wien (Vienna) in their network pays 1 Elektro less for each garbage token bought, so the discount is per token. A post says the discount is the only special Vienna rule, so any power plant can supply the city.
