Can paid coins go back to the draw pile instead of the discard pile?

Not by the standard rules, which put spent coins on the discard pile. Returning them to the draw pile would let everyone know which cards, including Tax Increases, are still coming. The designer would not choose it but says it is fine as a variant if you do not mind that.
