How do Frigate Foe and Galleon Foe work?
Each time you trade with a Frigate or Galleon you may decline its coins and place a cube instead, deciding on the spot. Declines add up across turns: three for Frigate Foe, two for Galleon Foe. If you are not the active player you still pay the active player 1 coin from your own money, since a Contract reward cannot be spent before it is completed. A Wholesaler still applies, because taking the ship counts as trading with it.
