Does my water tile need to cover ice, and does the track move once per ice square?
The rulebook's water track text states both points.

The tile can go anywhere legal, but the water tracker advances only if at least one water square covers planetary ice. It moves once for that resource no matter how many ice squares are covered. Oasis Ultd. is the exception and moves once per covered ice square.
