Does an unplaceable last tile get the water double bonus, its meteor, or count toward objectives?

No to all three. The unplaced tile is not on your planet, so tech bonuses that depend on placement (such as double water) do not apply, any meteor on it is ignored, and its resources do not count toward objectives, though the tracks still advance.
