Does Universal Coalition tech level 3 add +1 to every rover movement gain?
The designer ruled it applies to all gains, which clarifies the rulebook text.

Yes: any time you gain rover movement, from the track, a civ card or another effect, you get 1 more. It is one extra movement, not +1 to every rover. The glossary wording about adding to the number under the tracker reads narrower, but the designer's ruling takes precedence.
