Can rovers move over empty grid squares, water terrain, or an occupied tile square?
The rulebook says rovers move on tiles and bare grid and may backtrack.

Yes to empty grid squares and tiles, including water terrain. Movement is one orthogonal step per square on the planet grid, and backtracking is allowed. Some planets restrict this, such as Tartarus's chasm and K'Aax's toxic terrain.
