If my rover tracker is already at the top, do I still get rover movement?
The designer confirmed it, and the rulebook marks rover as the exception for topped-out tracks.

Yes. Any advance onto the rover track, by any means, still gives the movement printed at the top. Rover is the one track where reaching the top does not stop gains.
