Do rovers move whenever my rover tracker advances, even without a rover tile?
The rulebook ties rover movement to advancing onto a number; players list the ways.

Yes. Any advance onto a rover number moves your rovers that many squares, whether it came from a tile, an energy choice, a synergy boost, an event or a civ card. A new rover can move straight away. Placing a rover tile does not let you pick up an existing rover and move it onto the new tile.
