Can a planet's tile restriction end the game early?
The rulebook states the exception and the designer elaborated how to apply it, calling the wording a suggestion.

Not if the restriction alone is the reason. Asymmetric planet rules must be followed if possible but are ignored when they would solely trigger the game end. The designer added a proposed reading: place a tile anywhere once, ignoring adjacency, rather than end the game.
