If I regress and then advance back over a benefit, do I get it again?
The designer ruled on this several times, in line with the rulebook's definition of regress.

Yes. Regressing gives nothing, but advancing onto a space always pays its benefit, even if you collected it earlier. The only caps are your corporation's rover count and the number of civ cards left.
