If I regress the rover track, do I lose a rover or get another when I re-advance?
The designer said regressing loses nothing but tech levels; the rover cap comes from the corporation board.

No to both. Regressing never removes a rover, and passing a rover space again gives a rover only if one is still unplaced on your corporation board. Destroyed rovers never return.
