Do all unlocked tech levels stay active for the rest of the game?
The rulebook says unlocked tech is used every round for the rest of the game.

Yes, unless the corporation says otherwise. Flux Industries uses only its most recently unlocked level, and Jump Drive unlocks its techs through lifepods in any order. A tech you regress below stops working until you advance back (see the regress entry).
